New Rules on Garment Exports to the United States
Apr. 16 – The Ministry of Industry and Trade (MIT) has announced that certain garment products bound for export to the United States will need to apply for a Certificate of Origin at the Vietnam Chamber of Commerce and Industry (VCCI) starting May 24.
The new regulation affects garment products in categories 338, 339, 340, 341, 345, 347, 348, 351 and 352. The processing of the Certificate of Origin should takes four hours to issue upon submission of all the required documents.
The General Department of Customs will submit the data of the garments cleared to MIT and VCCI for checking and controlling. The VCCI will provide a monthly summary of issuance to MIT during the first 5 days of May.
It will be up to the Vietnam Textile and Garment Association to provide details surrounding the product such as production capacity of garment companies, average price of each category in order to help the Customs. This will be done to avoid commercial frauds like exporting more than production capacity and underpricing to name a few.
