Vietnam’s Emerging Infrastructure Projects: Spotlight on Quang Nam and Phu Yen

Quang Nam and Phu Yen provinces in Vietnam are at the forefront of new infrastructure developments, with the Vietnam Tourism Property Association (VnTPA) promoting investments in recently approved airports, seaports, roads, and other key projects across these regions. This article will introduce nine of the latest projects backed by VnTPA.


Vietnam’s Ministry of Transportation announced its ambitious national transport infrastructure master plan in 2021. The plan’s projected costs are mounting from US$43 billion to US$60 billion by 2030 to construct thousands of kilometers of new expressways, high-speed rail routes, deepwater ports, and new international airports.

The latest promoted projects are located in Quang Nam and Phu Yen provinces and are open to investors’ proposals for total investment capital.

Projects in Quang Nam province

Situated in the strategic Central Key Economic Zone, Quang Nam serves as a maritime gateway to the Central Highlands and Laos’ central and southern provinces via the Nam Giang international border gate and key national highways 14D, 14B, and 14E. With proper investment in infrastructure, the province is poised to become a crucial logistics hub for southern Laos, leveraging seaports in Da Nang and Quang Nam, including Tien Sa, Lien Chieu, Tam Hiep, Tam Hoa, Ky Ha, and Tam Giang.

The promoted projects are implemented under various national and provincial plans, including:

Tam Hiep – Nui Thanh Logistics Center

Location: Tam Hiep commune, Nui Thanh district, Quang Nam Province.

Project scale: 173 hectares.

The project aims to form a logistics and multi-modal transport center connected with Quang Nam seaport – Chu Lai International Airport. The land planned for the center belongs to the Tam Hiep Port area and Tam Hiep Port Logistics Industrial Parks. It is implemented in accordance with the General Planning for building Chu Lai Open Economic Zone, Quang Nam province, until 2035, with a vision to 2050, and the Quang Nam province’s planning for the period 2021 – 2030, with a vision to 2050.

Inland waterway port cluster in Hoi An area

Location: Tan Hiep Island commune, Hoi An City, Quang Nam Province, along the Thu Bon and Co Co rivers.

Project scale: Capacity of receiving 400 passenger-seat ships.

The project is seeking investments in constructing and operating port infrastructure to serve inland waterway routes and tourism, following the national inland waterway infrastructure development planning. Its current land use status is water surface land and inland waterway traffic safety corridor land.

Cua Lo Logistics Project

Location: Cua Lo, Nui Thanh district, Quang Nam Province.

Project scale: Approx. 797.45 hectares, of which the non-tariff area accounts for 591.37 hectares, and the port area occupies 206.08 hectares.

The project needs funding to dredge the Cua Lo channel and build a new port at the Tam Hoa wharf area to serve 50,000-ton ships, aiming at:

  • Contributing to the development of the Container Logistics Center in Chu Lai Open Economic Zone and the regional logistics,
  • Reducing logistics costs;
  • Increasing the business competitiveness and investment attractiveness in Chu Lai Economic Zone;
  • Transforming the regional economic structure; and
  • Increasing revenue for the state budget.

According to VnTPA, the land used for the project has not been cleared yet. Most of it is aquaculture land, including brackish water, salt water, water surface area, and some other types of land, such as annual cropland.

Upgrading and operating Chu Lai Airport

Location: Chu Lai airport, Chu Lai Open Economic Zone, Nui Thanh district, Quang Nam Province.

Project scale: 835.5 hectares.

The project needs investment in upgrading and expanding Chu Lai airport, including:

  • A new take-off and landing runway in the East with dimensions of 3,048m x 45m,;
  • A taxiway system with parallel taxiways and connecting taxiways;
  • A train apron bay with 32-40 parking lots;
  • A passenger terminal capable of accommodating 10 million passengers per year; and
  • A cargo terminal to accommodate 1.5 million passengers per year.

Projects in Phu Yen province

Phu Yen has an extensive transport network, including roads, railways, inland waterways, seaports, and an airport. Located in the center of the Khanh Hoa-Gia Lai-Binh Dinh development triangle, the province serves as a maritime gateway to ​​the Central Highlands and the triangle of Cambodia, Laos, and Vietnam. It is also the southern economic corridor of the Mekong River Subregion countries.

The People’s Committee of Phu Yen province calls for local and foreign investment for projects implemented under Decision No.1226/QD-TTg on the General Planning for the Southern Phu Yen Economic Zone construction until 2040.

Specialized tuna fish port and auction market

Location: Phu Dong ward, Tuy Hoa city, Phu Yen province.

Project scale:  Approx. 8.75 hectares.

Phu Yen’s bluefin tuna output was over 3,200 tons in 2023 and is estimated to grow in 2024 and subsequent years. With that expectation, the local authorities call for investment in a specialized port with an integrated auction market. The port is expected to handle up to 20,000 tons of tuna annually, with a capacity to serve the large-scale offshore fishing of 8,000-10,000 tons annually.

Tuy Hoa Logistics Center

Location: Tuy Hoa City, Phu Yen province.

Project scale: As proposed by investors.

Investments are needed to develop and operate a logistics center in Tuy Hoa City. This center will serve as a focal point for gathering and transshipping goods from the Central Highlands provinces to other provinces by road and sea through a seaport.

Upgrading Tuy Hoa Airport

Location: Tuy Hoa Airport, Phu Dong Ward, Tuy Hoa City, Phu Yen province.

Project scale: 697 hectares.

The People’s Committee of Phu Yen province calls for local and foreign investment for upgrading and expanding Tuy Hoa Airport to meet the increased demand for air transport. The project objectives are building more terminals and civil aviation areas, along with expanding the aircraft apron to increase its annual capacity to 3 million passengers by 2030 and 5 million passengers by 2050.

The infrastructure of Bai Goc Seaport

Location: Bai Goc, Hoa Tam commune, Dong Hoa town, Phu Yen province.

Project scale: 220 hectares, including a 134-hectare land area for the Southern Phu Yen Economic Zone and 86 hectares of adjacent water surface area.

Investments in Bai Goc Seaport’s infrastructure will be used to develop and operate general, bulk, and liquid/gas berths with a capacity of handling a maximum of 50,000-ton ships and specialized ships. These berths will directly serve the needs of forming and developing Hoa Tam’s industrial park, oil filtration, metallurgy, and energy industry complex.

Dong Hoa Logistics Center

Location: Hoa Tam commune, Dong Hoa town, Phu Yen province.

Project scale: As proposed by investors.

The project aims to attract investment in building a logistics center associated with an inland container depot (ICD) to serve the operations of Vung Ro and Bai Goc seaports.
