Vietnam Launches Online Regulations Program

Nov. 3 – Vietnam kicked off the establishment of a new web site in Ho Chi Minh City yesterday to help inform investors in the country about changes to administrative procedures. The program was jointly launched by Vietnam’s Ministry of Planning and Investment and the United Nations Conference on Trade and Development (UNCTAD).

“The web site is believed to make administrative procedures transparent, swift and efficient,” Frank Grozel, coordinator of the UNCTAD e-regulations program, said at the launching ceremony. “It establishes an enabling environment for private-sector development and strengthens good governance and the rule of law.”

In addition to Ho Chi Minh City, the program, which offers easy-to-read, up-to-date information, will also be implemented in the country’s other key economic centers of Hanoi and Danang. It will be available in both Vietnamese and English.

“This system can contribute to greater transparency and efficiency in the public services, improved governance and cost reductions,” Grozel said.

UNCTAD’s e-regulations system is to be offered in Cabo Verde, Colombia, Comoros, Costa Rica, El Salvador, Ethiopia, Guatemala, Mali, Morocco, Nicaragua, Russia, Rwanda, and Vietnam.

The system helps governments simplify procedures by making it easy to identify unnecessary procedures and requirements.

“It promotes good governance by increasing the awareness of administrative rules and procedures, hence establishing the conditions for a balanced dialogue between the users of the public service and civil servants,” said Nguyen Noi, deputy director general of the MPI’s Foreign Investment Agency.
