Hanoi’s urban districts place average salary at VND980,000 (US$53.08) reports Thanh Nien News. Employees without temporary or permanent residency in the capital city will have to obtain a license from the Department of Labor, War Invalids and Social Affairs to be able to work.
The Capital Law will also give more autonomy for Hanoi authorities by allowing them to issue laws different from the government but within the national constitution.
